He wants to, in some way, rebel against the Capitol and show them that they don't own him, making the reader wonder how he might choose to do this in the Games. The bird theme returns in this chapter, too. So far, birds have appeared in reference to Katniss' father and to Rue. Katniss often feels caged and wishes she could be like the birds that she sees flying outside her window on the hovercraft on her way to the arena, and she recalls the sound of the bird that sang out just before the hovercraft appeared to take the Avox girl away.
Finally, Cinna gives Katniss the mockingjay pin that she's forgotten, reminding her of home. The reappearance of this pin recalls Peeta's desire to let those in the Capitol know they don't own him and stands as an image of hope and a sense of identity for Katniss in the Games. She is wearing a pretty white dress — her reaping outfit — with a gold pin. Gale is bitter about how few times her name is entered in the drawing for the reaping. Children become eligible for the reaping the day they turn 12, their name entered once that year, twice the year after that, with an additional entry each year thereafter until they turn 18, the last year they are eligible for the reaping.
They can, however, choose to have their name added more times in exchange for a tessera, a year's supply of grain and oil for one person, and can do this for each family member in their household, with the entries being cumulative. This year, Katniss' name has been entered 20 times, and Gale's has been entered 42 times.
Katniss has not allowed Prim to take out any tesserae. She returns home to wash and dress for the reaping, which takes place in the square in front of the Justice Building. Her mother lets her wear one of her light blue dresses, a dress from her apothecary days before she moved to the Seam with Katniss' father. At the reaping, the children stand in rows, from oldest to youngest, and all 8, citizens of District 12 are required to attend. Camera crews are there, as they are in every district, to record the events.

He recalls the shining Capitol ringed by thirteen districts, and how the Dark Days came, a time when the districts rose up against the Capitol; twelve districts were defeated, and the thirteenth was completely destroyed.
When Katniss returns from gathering food, Peeta asks her to tell him a story, and Katniss tells the story of how she got Prim a goat. The goat was to be sold to the butcher, but the butcher said she no longer wanted it. Katniss haggled with the old man. If the goat lived, she was getting a great deal, but if it died she would have thrown away her money. She ended up taking the goat.
Prim fell in love with it immediately, and she and her mother were able to treat its injury and save it. The trumpets sound, and the announcer, Claudius Templesmith, declares that there will be a feast.
Katniss mashes some berries and mixes the syrup in. She goes back to Peeta and tells him she has a treat for him. He recognizes the flavor of the overly sweet sleep syrup too late, and after a moment he is completely unconscious. While waiting for the feast at dawn, Katniss thinks about the people in District 12 watching the Games. She wonders if Gale wants Peeta to survive, and if he has any romantic interest in her. Thinking of the audience at home, she gives Peeta a lingering kiss and pretends to brush away a tear before she leaves.
She makes it back to the Cornucopia, where the feast will be, and just as the sun rises, a table comes up out of the ground with a few backpacks and one tiny pack that Katniss assumes must be for her.
Foxface runs out of the Cornucopia immediately and grabs her backpack before anyone else reacts. Wishing she had done the same, Katniss sprints to the table, and just as she gets to her backpack, a knife clips her forehead, spilling blood down her face.
